2010 Regulatory and Legislative Initiatives
California PUC Proceedings - CALTEL was successful in limiting the PUC's exemption of AT&T and Verizon from PUC Section 851 disposal of property rules to non-controversial assets like parking lots and service yards, and in delaying consideration for other assets (e.g. those used to provide competitive carrier access to last-mile networks and non-discriminatory interconnection) for at least 4 years
- CALTEL is participating in the PUC's rulemaking on Non-Dominant Interexchange Carrier (NDIEC) registration requirements in order to protect existing competitive carriers as well as new entrants from unnecessary and burdensome regulations
- CALTEL is also participating in PUC proceedings focused on business customer access to 911, CEQA review, regulation of interconnected VoIP, end-user migration intervals and pole inspection and loading requirements
FCC Proceedings - In 2010, CALTEL has begun to participate in FCC proceedings that address California competitive carrier access to ILEC last-mile networks and non-discriminatory interconnection
Competitive Carrier or Small Business-Affecting Legislation - CALTEL sponsored new legislation, AB 1315, to raise awareness of the impact that AT&T Section 251 and 271 Forbearance Petitions would have on competitive carrier access to last-mile inputs, and to ensure robust participation by the California PUC in any FCC proceedings considering such petitions for Metropolitan Statistical Areas (MSAs) located in California
- CALTEL is continuing to work with industry coalitions and members of the legislature to advocate on behalf of its member companies and their customers
